Object > Path > Offset Path

Joins : Miter

M. Limit : 4

Add a Colour Contrast.

Outer

Inner

Blur the Outer Shape.

Effect > Blur > Gaussian Blur

Radius : 3.5px

Your Neon Effect is ready.

You can add it to text as well by Expanding it first.

Play around with Colours, Offset and Blur Radius.
